All asm/ipc.h files do only #include <asm-generic/ipc.h>.

This patch therefore removes all include/asm-*/ipc.h files and moves the
contents of include/asm-generic/ipc.h to include/linux/ipc.h.

Make a global linux/const.h header file instead of having multiple,
per-arch files, and convert current users of asm/const.h to use
linux/const.h.

Built on x86_64 and sparc64.

A minor typo in the include/asm-sparc64/Kbuild file prevents the make
headers_install from building a useful tree of kernel headers for
sparc64.
