The initial understanding of no voting while
going to power collapse is not correct, since
modem s/w do keep the apps. processor vote
while going into power collapse. Due to this
if there is a power collapse transition from
the turbo frequency then it will keep the
AXI freq. vote of 200Mhz and MSMC2 rail will
consume the more power.
