 * Not only does it break CTS, but it has mega bugs when used with the
   new camcorder pause functionality.
 * Disable it, since the performance benefit is minimal.

Qualcomm radios appear to never send anything beyond RIL_UNSOL_CALL_RING,
so set call_ring.multiple to false

Fixes non-repeating ringtones.
Fixes CYAN-2277

 * If we don't configure the power modes, RPM may hang on shutdown. This
   was causing the system to assume LPM mode when exiting recovery on
   8660.
