Assets such as composed icons and ringtones need to be accessed
by apps.  This patch adds the policy needed to facilitate this.

* First off with 2016 right around the corner we need to future proof uber.mk for when the toolchains switch to 2016.
* We need to add aarch64 custom kernel support or just define ROM toolchain as kernel toolchain if not using a custom toolchain.
* Filter in cases where date is missing (for example UBERTC-4.8 is a release and releases don't come with dates) so that build.prop entry doesn't have a hyphen hanging out.
* Reformat, simplify, and clump like with like.
